Not every currency has two decimal places. Japanese yen has none and Kuwaiti
dinar has three, so dividing by 100 to display an amount is wrong roughly as
often as it is right.
This is deliberately a fixed presentation per currency rather than full locale
formatting: it is stable, identical in all three languages, and testable. Real
per-locale formatting (which differs by the reader's locale, not the money's
currency) belongs in a separate capability that can afford to be locale-aware.
